Everything here gets complicated because eventually someone finds a loophole and they abuse it.
Some of these ideas are easy though. I think the easiest would be that if you can assume the total value of the contract in the Current Year and stay under the HC I may be ok with that.
And yes itd need to be like once every 5 years.
